Current classification

The supplied ₹1 crore/₹5 crore micro-enterprise table is no longer current. From 1 April 2025, a micro enterprise must stay within both ₹2.5 crore investment in plant and machinery or equipment and ₹10 crore turnover; small is up to ₹25 crore investment and ₹100 crore turnover; medium is up to ₹125 crore investment and ₹500 crore turnover. If either ceiling is crossed, the enterprise moves out of that category. Export turnover is excluded for classification in the manner prescribed by the notification.

The classification is composite and applies to manufacturing and services. Registration is not a substitute for GST, sector licences, local permissions or entity formation.

Who can register

Proprietorships, HUFs, partnership firms, LLPs, companies, co-operative societies, societies and trusts carrying on eligible enterprise activity may register. Wholesale and retail traders can obtain Udyam registration subject to the government’s notified treatment, but access to particular scheme benefits may be narrower than for manufacturing or service enterprises.

One enterprise should not create multiple Udyam registrations. Multiple activities, including manufacturing and services, are recorded under one registration.

Information required

The official system is designed as a self-declaration process without routine uploading of certificates. Keep the authorised Aadhaar details, PAN, GSTIN where applicable, entity name and type, address, bank details, commencement date, NIC activity codes and employment details ready. PAN- and GST-linked data are used for investment and turnover verification.

The draft’s long list of photographs, sale deeds, rent agreements and partnership deeds should not be presented as mandatory Udyam uploads. Those records may still be needed for banking, GST, local licences, scheme applications or later verification.

Online process

Use only the official Udyam Registration portal. Select the route for a new entrepreneur, complete Aadhaar OTP verification, validate PAN and organisation type, enter enterprise and activity details, and submit the declaration. Save the registration number and download the certificate after issue.

The official portal states that registration is free. Private consultants may charge for professional help, but such a charge is not a government fee. Avoid look-alike domains and never share OTPs with an unknown intermediary.

Aggregation and reclassification

For classification, all GSTINs linked to the same PAN are treated together as one enterprise. Investment and turnover are drawn from income-tax and GST systems as applicable. A mismatch in PAN, GST, ITR or organisation type can therefore affect classification.

Update material details and monitor the certificate when accounts or GST data change. Do not split activities across registrations to remain below a threshold.

Benefits—with conditions

Udyam can support access to MSE procurement policies, priority-sector lending treatment, scheme applications and the delayed-payment framework. It does not automatically grant a tax holiday, a one-percent overdraft concession, stamp-duty waiver, electricity subsidy, patent reimbursement or collateral-free finance in every case.

Each benefit has its own scheme, lender, tender, location, activity, enterprise-category and application conditions. Treat the certificate as an eligibility credential, not a blanket sanction letter.

Delayed payments

The MSMED Act gives qualifying micro and small enterprises a statutory payment framework. A written payment period cannot exceed 45 days, and delayed amounts may attract compound interest at the statutory rate. Eligible disputes can be taken to the Micro and Small Enterprises Facilitation Council through the Samadhaan system.

Contract date, supplier status, invoice, acceptance, correspondence and category at the relevant time matter. Medium enterprises do not receive the same MSE delayed-payment remedy.

Action checklist

Verify PAN/GST consistency; calculate both investment and turnover under the current notification; use the correct authorised Aadhaar holder; select accurate NIC codes; keep the acknowledgement; and separately map GST, Shops and Establishments, FSSAI, pollution, import-export or professional approvals.

Escalate group structures, conversions, predecessor entities, related PAN/GSTIN issues and disputed classification before relying on a benefit or tender condition.
