A food business in Uttar Pradesh must identify every Kind of Business and premises, use the current FoSCoS eligibility criteria to choose Registration, State licence or Central licence, submit the generated document set, pay the official fee and satisfy any scrutiny or inspection. The licence is only the starting point: the FBO must continue meeting hygiene, labelling, record, training and renewal duties.
Who must apply
Manufacturers, processors, restaurants, caterers, retailers, wholesalers, distributors, transporters, warehouses, cloud kitchens, home-based food sellers and other food business operators must obtain the coverage applicable to their activities. Assess each premises separately and include every relevant Kind of Business in the FoSCoS application.
Choosing the correct category
Do not rely on the old universal ₹12 lakh and ₹20 crore turnover bands copied in the supplied draft. FSSAI revised several turnover-based eligibility criteria from 1 April 2026. Use the current FoSCoS eligibility tool because capacity, product type, import activity, e-commerce, star category and special premises can override turnover.
Documents checklist
Common records include the applicant's identity and authority, entity constitution documents, proof of possession of the premises and the prescribed declaration. Manufacturers may additionally need a layout, equipment and product lists, capacity details, water test report, technical-person evidence and an FSMS plan. Uttar Pradesh or local authorities may require separate trade, fire, pollution, factory or municipal permissions depending on the facts.
Online application process
Open the official FoSCoS portal, select Uttar Pradesh and the relevant premises, choose each Kind of Business, run eligibility, complete the registration or licence form, upload readable documents and pay the displayed government fee. Keep the application reference and answer portal queries within the permitted time. A consultant may assist, but the legal filing should remain traceable to FoSCoS.
Inspection and grant
Basic registration and licences do not all follow an identical inspection path. The authority may scrutinise documents and conduct a pre-grant inspection based on the category and risk. Inspectors can review premises design, water, equipment, storage, sanitation, pest control, waste disposal, personal hygiene and the documented food-safety system. Rectify deficiencies with dated evidence.
Validity and renewal
Registration or a licence is generally selected for a permitted validity period through FoSCoS. Apply for renewal before expiry and monitor official reminders yourself. Material changes—such as address, entity, products, capacity or Kind of Business—may require modification or a fresh application rather than an informal update.
Ongoing compliance
Follow Schedule 4 hygiene requirements; maintain supplier, batch, temperature, cleaning, pest-control and complaint records; use compliant packaging and labels; train and supervise food handlers; file returns where applicable; and maintain traceability and recall procedures. Display the FSSAI number and certificate or Food Safety Display Board as prescribed.
Common application mistakes
Frequent problems include selecting the wrong activity or category, mismatched names and addresses, unreadable uploads, incomplete authority documents, unsupported turnover or capacity, missing manufacturer records, applying for only one activity at a multi-activity premises and ignoring scrutiny notices. Never upload fabricated NOCs, laboratory reports or rent documents.
Business benefits
Correct licensing establishes legal permission to operate and can support onboarding by marketplaces, distributors, institutional buyers and lenders. It can improve customer confidence, but an active licence is not a blanket quality guarantee and does not replace product standards, local approvals or day-to-day food-safety controls.
Action checklist
Map activities and premises; run current eligibility; download the generated checklist; resolve entity and premises inconsistencies; prepare the FSMS and product records; file through FoSCoS; prepare for inspection; display the grant; calendar renewal and returns; and review compliance whenever the business changes.
Frequently asked questions
Can one Uttar Pradesh licence cover every branch?
Do not assume so. FSSAI licensing is substantially premises- and activity-based; assess head-office and unit requirements in FoSCoS.
Is GST registration mandatory for every FSSAI applicant?
No universal rule makes GST registration mandatory for every applicant. Submit it where the generated checklist or the business's tax position requires it.
Is an inspection always conducted before registration?
No single answer applies to every category. Inspection depends on the application, licence type, risk and authority procedure.
Can I apply offline?
FoSCoS is the official online route for ordinary applications; use current FSSAI or Uttar Pradesh authority directions for any exceptional assisted or offline process.
