There is no single universal FSSAI document list for every food business. FoSCoS generates requirements from the licence category, Kind of Business, product, capacity, entity, State and premises. Core records often include identity and authority, premises proof, constitution documents and the prescribed declaration; manufacturers, transporters, importers and food-service businesses need additional activity-specific evidence.
Start with classification
First choose the correct Kind of Business and licence level through the live FoSCoS eligibility tool. The official document screen separates Registration, State licence, Central licence and State-specific documents. Avoid copying a generic consultancy list.
Core documents
Common items can include a photograph and government identity of the applicant/authorised person, proof of possession of premises, constitution proof, authority letter or board resolution, Form B/declaration for a licence and contact details. Exact mandatory status is shown by FoSCoS.
Proprietorship
Use proprietor identity, proprietorship declaration where prescribed, premises proof and activity-specific documents. An Aadhaar number or bank account is not a universal substitute for proof that the applicant may lawfully use the food premises.
Partnership and LLP
Provide the partnership deed or LLP incorporation/agreement details, partner/designated-partner information, authorised signatory authority and premises proof as requested. The application identity should match PAN, entity and supporting records.
Companies and societies
A company may need its certificate of incorporation, constitutional documents, board authorisation and director/authorised-signatory details. Societies, trusts, cooperatives and government bodies use their establishing and authority documents. A local NOC is not universal unless the checklist or State rule requires it.
Manufacturer documents
Manufacturers may need a layout/blueprint showing dimensions and processing areas, equipment list, product/category list, installed capacity, water analysis where water is an ingredient, FSMS plan, technical-person qualification and source documents. Requirements vary by product and licence.
Transporter and trader documents
Transporters may need turnover proof or self-declaration of vehicle details and supporting vehicle/facility information. Importers need IEC and Central-licence documents. Wholesalers, distributors and retailers generally provide turnover and premises evidence as requested.
Premises and NOCs
Use ownership proof, lease/rent agreement with owner evidence, or another accepted possession document. Confirm municipal trade, pollution, fire, groundwater, factory or local health permissions separately; they are fact- and State-specific and not all universal FSSAI uploads.
Upload process
Apply only through the official FoSCoS workflow, complete the correct application, upload readable files in permitted format/size, pay the official fee and retain the application reference. Respond to scrutiny queries through the portal within the stated time.
Rejection-prevention checklist
Match spelling and addresses; use current documents; obtain clear authority; keep layouts legible; align products with equipment and capacity; upload each file to the correct slot; answer queries precisely; and never fabricate NOCs, test reports or turnover.

Is a food safety management plan always required?
It is a key licensing and Schedule 4 document for licensed operations, but the exact upload requirement should be checked against FoSCoS for the selected Kind of Business.
Is a municipal NOC mandatory for every applicant?
No universal statement is safe. Check the live central/State checklist and applicable local law.
Do all directors need to sign?
Usually an authorised signatory acts under valid authority; follow the entity and portal document requirements.
Can documents be uploaded through a consultant's private website?
The legal application is processed through FoSCoS. If using an adviser, confirm what is submitted and retain your credentials and acknowledgement.
