Both registrations are required - they are not substitutes for each other. A business operating a restaurant, for example, needs both a Shop Act registration from the Labour Department AND a Trade License (specifically an Eating House License) from the Municipal Corporation.
Who Needs a Trade License?
A Trade License is mandatory for all businesses operating within the limits of a Municipal Corporation or municipality, including:
- Retail shops, supermarkets, and grocery stores
- Restaurants, cafes, food courts, cloud kitchens, canteens, and dhabas (Eating House License)

- Step 1: Identify your trade category - visit your Municipal Corporation's official website and locate the Trade License category list. Choosing the wrong category is the most common reason for rejections. Delhi MCD, Mumbai BMC, and BBMP Bengaluru all publish complete category lists on their portals
- Step 2: Compile all required documents in PDF format, self-attested
- Step 3: Create an account on the municipal corporation's official portal using your mobile number or email ID
- Step 4: Navigate to Trade License > Apply for New Trade License
- Step 5: Fill the online application form - enter business name, address, trade category, premises area, and owner or proprietor details

- Operating with an expired Trade License is a violation of the Municipal Corporation Act and can result in fines of up to 100% of the original license fee plus closure orders
